The elusive tatkal train ticket

It often happens to me that I am trying to book a tatkal ticket but end up with frustration rather than the ticket.
Supposedly an army of agents start booking all tatkal tickets as soon as reservation opens at 8 am. To tackle the problem of agents booking up all the tatkal train tickets, IRCTC has introduced a new set of guidelines. Hopefully, with these new rules in place I can get a tatkal ticket.Offers Currently live on Flight Bookings

The guidelines are as follows
1. Tatkal tickets can now be booked one day in advance excluding the day of travel. Earlier tatkal ticket booking could be done 3 days in advance.
2. For internet booking you need to enter details of your identify proof. If you are booking the ticket on the counter you will need to give a self attested copy of your identify proof. Also, you need to carry the same identify proof during the travel.
3. A maximum of four passenger can be booked on one tatkal ticket.
4. No duplicate tatkal ticket will be issued; this is applicable for tickets booked on counter. You are of course free to take as many prinouts as you want of your e-ticket
5. On cancellation of a confirmed tatkal ticket no money shall be refunded. This rule is the same as before.Do you think your chances of getting a tatkal ticket are any better now?
